About this session

Feeling Chippy? This area has been a hot topic ever since October 2022 when the Commerce Department published final rules for semiconductors, integrated circuits, and advanced computing. While these rules are primarily designed to inhibit China's capacity to develop advanced semiconductor technologies, they have significant impact on university research. This session will discuss the following topics:

  • Review of the semiconductor supply chain as impacted by U.S. export controls and new entity list designations
  • General discussion of the controls on chips, equipment and related technologies, including an overview of the revisions to Categories 3 and 4 of the Commerce Control List and the impact of the Foreign Direct Product Rule
  • Discussion of how these new rules are impacting fundamental research and our institutions and potential ways to mitigate risk
  • Additional considerations and requirements for universities who are recipients of CHIPS and Science Act funding
  • Best practices for developing parameters for international engagements/collaborations and semiconductors
  • Potential rules of the road for international collaborations
  • Hypothetical examples highlighting where these rules are impacting research at our institutions and how to begin to think about mitigating risk in these areas
